This article stresses that underground economic activities exist in most countries around the world, and they usually have the same causes: inadequate tax systems, excessive state interference in the economy and the lack of coordination in establishing economic policies. There are three based components of the underground economy - fiscal fraud, illegal work and criminal activities. For certainly, there are the necessity to accentuate that only in theoretical plane is possible to divide this three components. In real live all of them have continues goal - to maximize incomes. Through this paper, we aim to offer certain recommendations, which, in our opinion, would lead to solving the issue of inadequate allocation of resources and would also contribute to restoration of the worldwide economy.
