The whole people cannot lead a country, but it feels the influence of the state institutions.
The raise of citizen welfare is done through the optimization of state policies in different areas.
Only the evolution of these policies can indicate their utility or inefficiency. The present paper
states the state policies evolution and the opinion of the author regarding the actions to be taken
for the improvement of socio-economic situation of Republic of Moldova. According to the
results of nine surveys performed in different periods and on different samples, there has been
identified a top of solutions proposed by the citizens to be undertaken.
