This article analyses the policy on regulatory of state-owned companies and reforming of public sector in developed countries. An article also includes the methodological approach of monitoring of financial performances of state owned companies, responsibilities of the key actors in this area, as well as the system of indicators to measure the shareholder return, profitability and leverage. The best practises of the developed countries could be used to improve the financial monitoring system of state-owned companies in the Republic of Moldova.
