Rezumat

This paper examines the modernization of the human resource management of civil servants as a result of the public administration reforms. In the Republic of Moldova, the 2006-2011 years are defined by the effects of the civil service management reform. An article describes the legal issues that have been put in place in civil servant management, as well as the management procedures and first results in the new personnel policy implementation by personnel procedures. It also describe the problems and proposals of the reforms of the civil service in order to rich the good governance in perspectives.
