The present article carries out a thorough analysis of the Transnistrian conflict
settlement process from its origins to the present situation. That process is
conventionally divided into two stages: 1992-2001 and 2001-2009. The succession to
power of various political groups and the qualitative changes in the approaches to the
ways and means of settling the conflict are proposed as criteria for making such a
division. Several different conceptions are scrupulously analyzed with the aim to
uncover the main paradigms of the Transnistrian conflict settlement: the Report No. 13
of the CSCE/OSCE Mission to Moldova (1993), the “Moscow Memorandum” (also
called the “Primakov Memorandum”) (1997), the “Kozak Memorandum” (2003), the
“Yushchenko Plan” (2005), the “package” settlement plan, etc. The inefficiency of the
negotiation mechanisms and the lack of progress in the Transnistrian conflict
settlement process is explained by its preeminently geopolitical nature and the deep
divergences among the stakeholders with regards to the basic principles of the future
status of Transnistria. While Chisinau is consistently pleading for a settlement of the
conflict based on the principles of sovereignty and territorial integrity of Moldova,
Tiraspol opts in favor of the recognition of Transnistria as an independent state entity.
The research has been made with the use of relevant documents and materials,
produced within the Transnistrian conflict settlement process, and also the personal
experience acquired by the author in his professional career.
