In a weak state security concept can be very ambiguous. The state must ensure human rights and fundamental freedoms which are the foundations of a legitimate government. In other case, the state could become a threat to their citizens and party security is confused with national security. So to stay in power, government party divided society into patriots and enemies. Police authorities have served party inte- rests rather than those of citizens. State has not fulfilled the main task of ensuring the security of its citizens.
