Ensuring peace, stability and security on the European continent was the basic objective of cooperation among states at the beginning foundation of all European institutions. Cross-border cooperation is a priority of the Council of Europe and Eu- ropean Union, and in this study we want to show the correlation between the concept of cross-border cooperation as the terminology used by European institutions and Eu- ropean integration process. We believe that European integration aspirations involve a high degree of cross-border relations and good neighborliness, which contribute substantially to meeting the accession criteria and providing European standards of cooperation between states and local communities.
