In relation to the two geopolitical players (U.S. and Russia) and the three
geo – economic actors (USA, Russia China), the European Union can not
develop and implement far – reaching geostrategic plans. Fragmented in
nation states with different preferences and opportunities in the sphere
of foreign policy the European Union, of course, stile can not ,,speak with
one voice”. Even if the Lisbon Peaty has strengthened the foreign policy di-
mension and the security policy, assigning some competences to the com-
munity domain.
