В статье проведен криминологический анализ преступлений в сфере служебной деятельности, совершают работники Национальной полиции Украины. Установлено, что специфику злоупотреблений определяют недостаточно четкая регламентация служебных полномочий работников и их руководителей, высокий уровень латентности, сочетание с родственными и сопутствующими преступлениями. Выделены основные причины и условия, способствующие латентности преступлений. Предложенный криминологический анализ преступности основывается только на официальных статистических данных, одновременно значительное количество преступлений, совершенных сотрудниками органов внутренних дел (Национальной полиции), остаются за пределами официальной статистики или вообще невыявленными.

Articolul oferă o analiză criminologică a crimelor în domeniul serviciului public, comise de angajații Poliției Naționale a Ucrainei. S-a stabilit că specifi cul abuzurilor este determinat de o reglementare insufi cient de clară a atribuțiilor de serviciu ale angajaților și managerilor acestora, un nivel ridicat de latență, o combinație cu infracțiunile conexe și afi liate. Sunt evidențiate principalele cauze și condiții care contribuie la latența infracțiunilor. Analiza criminologică propusă a infracționalității se bazează doar pe statistici ofi ciale, în timp ce un număr semnifi cativ de infracțiuni comise de angajații organelor de afaceri interne (Poliția Națională) rămân în afara statisticilor ofi ciale sau nu sunt deloc descoperite.

The article deals with criminological analysis of crimes in the sphere of official activity committed by employees of the National Police of Ukraine. It is established that the specifi city of the abuse is determined by the lack of clear regulation of the powers of the employees and their managers, the high level of latency, the combination with related and related crimes. The main causes and conditions contributing to the latency of such crimes are highlighted. The proposed criminological analysis of crime is based only on official statistics, while at the same time a signifi cant number of crimes committed by law enforcement offi cials (National Police) remain outside the official statistics or even undetected. The dynamics of offi cial crime in the bodies of the National Police (law enforcement agencies) depends on the degree of activity of the factors that determine these crimes, the state of personnel, organizational, individual and educational work with the staff , as well as the professional skill of law enforcement officers in preventing off enses against persons with unstable moral and antisocial focus. Incomplete accounting of crimes leads to the selection of inadequate measures of combating crime, distorts our knowledge of the state and main directions of crime development, makes insuffi ciently substantiated conclusions about its connection with other social phenomena. Latency is inherent in any illegal or socially undesirable manifestation. It is a characteristic feature of official crimes in general. This is primarily due to the fact that their participants are not interested in the disclosure of these crimes. With respect to offi cial crime in the police, this fact is of particular importance also because there is a prospect of applying unwanted sanctions against those who attempt to convict the off ender and seek help from the police. As a result of analyzing the problem of crime latency in the fi eld of police service, we have come to the following conclusions: first, we can confi dently state that the latency of these crimes remains quite high; second, citizens’ negative attitudes towards police officers and their partial bias in evaluating activities are based largely on household information, which is oft en distorted by information hunger in public relations; thirdly, expert estimates of the latency of crime in the field of police service indicate that the real level of this crime exceeds the offi cially recognized 10-12 times.
