Benchmarking is a management technique that enables the discovery of best prac-
tices and their assimilation in order to improve performance. The essence of bench-
marking is to borrow ideas and adapt them to get bigger benefits. Using benchmarking
techniques for spending structural instruments is synonymous with searching the best
methods for improving performance and achieving a high level of convergence.
An important advantage of the benchmarking process is that involves more imita-
tion and adaptation than pure invention, which results is saving time and financial
resources. The advantages of this technique consists both in the assimilation of “best
practices” and in elimination of potential losses, which can be identified and adapted
in time, and therefore by applying the model of “do not”.
A retrospective review over the four states’ experience in spending structural instru-
ments, traditionally known under generically name of “cohesion countries”, shows sig-
nificant differences on the impact over real convergence at European level, which con-
firms the direct and causal connection between the effects, resulted from the use of com-
munity assistance, and the strategies and national policies. The success or the failure of
cohesion policy depends on many factors and especially on their synergistic effect.
In an environment where changes are on the daily agenda, the behavior of Mol-
davia Republic in using benchmarking techniques in order to improve performance
through Community assistance, must be characterized by discipline, regularity and
continuous adaptability.
