В статье исследованы основные подходы к определению информационного общества, глобального информационного общества. Обоснованы их характерные свойства, факторы формирования и развития в современную эпоху. Определено субъектный состав, основные угрозы и перспективы их решения и противодействия. В частности, как на национальном, так и международно-правовом уровне правового регулирования важным предоставляется развитие информационной безопасности и равного доступа к информационно- коммуникационным технологиям, предотвращению информационного противоборства, информационных войн и др.

Articolul examinează principalele abordări ale defi niției societății informaționale, societatea informațională globală. Proprietățile caracteristice, factorii de formare și dezvoltare în epoca modernă sunt fundamentate. Se determină componența subiectului, principalele amenințări și perspectivele rezolvării și combaterii acestora. În special, sunt oferite atât la nivel național, cât și internațional de reglementare legală, dezvoltarea securității informațiilor și accesul egal la tehnologiile informaționale și de comunicare, prevenirea confruntării informațiilor, războaiele informaționale etc.

The article examines the main approaches to the defi nition of information society, global information society. Informed their characteristic properties, factors of formation and development in the modern era. Highlights of business warehouse, the major threats and prospects for their solution and countermeasures. For the purpose of extensive disclosure of the nature and content of the global information society, we off er the use of a comprehensive interdisciplinary approach, on the basis of which it is worth considering this phenomenon through the prism of all the relations that arise in the information sphere, cover the processes associated with obtaining, storage, dissemination of information, information and communication technology and the cooperation of States, international organizations and the public in the information sphere with the aim of preventing and combating national and global threats. Interaction is important for countries consolidated sustainable and balanced global information society, international peace and security. It was therefore proposed to provide Internet access to the status of an object of General heritage of humanity, which is available to all and sundry without any discrimination under condition of observance of the norms and principles of its functioning. Th is requires a further recognition by States and approval of international treaties. In particular, both at the national and at the international legal level of legal regulation of important is providing information security development and equal access to information and communication technologies, the prevention of information competition, information wars, etc.
