Th e article analyzes the powers of the public authorities of Ukraine in the sphere of physical culture and sports. Th e main attention is paid to the central authorities, fi rst of all, to the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Youth and Sport of Ukraine, and others. Th e good news is that the law of Ukraine on physical culture and sport 1993 provided a considerable amount of authority in the sphere of physical culture and sport, and their distribution between the central body of the Executive power, which ensures the formation of State policy in the sphere of physical culture and sports; the central body of the Executive power, which implements the State policy in the sphere of physical culture and sports, with assistance under other bodies of State power and bodies of local self-government. Th e tasks of his Ministry is to ensure the development and implementation of State policy in the youth fi eld, the areas of physical culture and sports, the national-patriotic education, participating in formation and implementation within the limits of the powers provided by law, the State policy in the fi eld of voluntary activities. Study foreign experience of power, the offi ce of physical culture and sports movement demonstrates that in most countries the responsibility for the development of physical culture and sport are State organs. Th e necessity of their revision was emphasized in view of the development of the relevant social relations, as well as the inadequate level of the eff ectiveness of the relevant state regulation of the sphere of physical culture and sports, the need to implement existing international legal standards in the national legislation, the creation of eff ective conditions for the realization of opportunities for active physical education and sports , ensuring the health of man and nation.

В статье осуществлен анализ полномочий органов публичной власти Украины в сфере физической культуры и спорта. Основное внимание уделено центральным органам власти, прежде всего, Президенту Украины, Верховной Раде Украины, Кабинету Министров Украины, Министерству молодежи и спорта Украины и другим. Подчеркнута необходимость их пересмотра, учитывая развитие соответствующих общественных отношений, а также ненадлежащий уровень эффективности соответствующего государственного регулирования сферы физической культуры и спорта, потребность использования положительного зарубежного опыта, создания действенных условий реализации возможностей для активного занятия физической культурой и спортом, обеспечения здоровья человека и нации.

Articolul analizează atribuțiile autorităților publice ucrainene în domeniul culturii fi zice și sportului. Atenția principală este acordată autorităților centrale, în primul rând președintelui Ucrainei, Radei Supreme a Ucrainei, Cabinetului de Miniștri a Ucrainei, Ministerului Tineretului și Sportului din Ucraina și altora. În articol este accentuată necesitatea revizuirii politicii respective, luând în considerație dezvoltarea relațiilor sociale relevante, precum și nivelul inadecvat al efi cacității reglementării relevante a statului în sfera educației fi zice și sportului; necesitatea aplicării experienței străine pozitive; de a crea condiții efi ciente pentru realizarea oportunităților în educația fi zică activă și sport, inclusiv pentru a asigura sănătatea oamenilor și a națiunii.
