Rezumat

We can already speak with certainty about the existence of a rich bibliography about European construction, the evolution of European communities, the evolution of the idea of European unity and about our space. European Union – economic, political community that defense of 27 Member States, performing with a number of specific challenges through a unified policy and programs. Today UE is the world's second largest economy after the U.S. and one of the main actors in political relations and international security issues. After the implosion of the USSR in 1991, Moldova found itself in a totally new reality. Along with the establishment of its state institutions and with undertaking a complex process of reforms, the Republic of Moldova (RM) had also to redefine its relations with the external world. On July 20, 1992 Commission proposes to sign the partnership and cooperation agreement with new independent states, arising from the collapse of the USSR. Negotiations began with several CIS countries, but not with Moldova. End of 1994 and first half of 1995 is the period when Moldova is in a favorable light on the international arena, reaching even to be an example of democratic reforms. Certain in this period, specifically on 13 July 1995 Moldova became the first CIS country, which is admitted to the Council of Europe, important step towards our country to become closer to the EU. In spring 1999, the new Government of the Republic of Moldova enters into a chapter program of activities specifically stating the main strategic objective of European integration as its foreign policy. But the government's dismissal, which occurred in 1999, played a negative role in the evolution of relations between Moldova and the EU. European Neighbourhood Policy (ENP) emerged as a result of EU accession of ten new Member States in May 2004. EU acts to strengthen the relations with neighboring countries in Eastern and Southern part of Europe. This policy is a work that meets a real interest concerning two elements of the EU’s foreign policy, especially for those who belong to what is called at this time European neighbourhood. The Republic of Moldova as a state with European vocation, involved in the European Neighbourhood Policy without any clear prospect of adherence, demands and deserves something more that simply a status of the EU neighbor, especially that this state can be integrated on the basis of a common historical, cultural and linguistic identity with that of Romania, whereas the EU is already familiar with such a precedent.
