În acest capitol și-au găsit reliefare probleme ce țin de instituționalizarea și evoluția relațiilor dintre Republica Moldova și Uniunea Europeană, modernizarea sociopolitică a Republicii Moldova în condițiile tranziției, raportul dintre puterea elitelor și puterea birocratică prin prisma modernizării politice și impactul migrației abordat în contextul modernizării Republicii Moldova.

Relations between the Republic of Moldova and the European Union in political and legal terms include three stages, as lines of demarcation serving the signing of the Partnership and Cooperation Agreement on 28 November 1994, which established the institutional foundations for the development of relations between the parties and the Agreement Association on 27 June 2014, raising the political and legal framework of relations between signatories on a qualitatively new level. The implementation of the provisions of the Association Agreement with the European Union through the implementation of the National Action Plans is by nature a complex process of political-juridical and socio-economic modernization through the democratization and Europeanization of the state and of the society of the Republic of Moldova, under conditions of preservation and development of viable national traditions, the general and the individual co-exist harmoniously and complement each other. Modernizing the country by joining the European Union is a strategic priority and an opportunity to capitalize, as the reform process needs to be sustained and strengthened by financial, logistical and technological assistance, advice and opening up, otherwise it will continue to ship in the gray area, remaining a country with low levels of living, a high degree of labor emigration, territorially disturbed, unstable, corrupt and with quite high arrears in the chapters of the independence of justice, good governance, media freedom and efficient public administration.
