Rezumat

The study was based on the GHS INDEX, the Global Health Security Index from 2019, which analyzed health systems in 195 countries. The present research focused on 6 countries in Europe, namely: Germany, Italy, Great Britain, the Republic of Moldova, Romania, and Spain. The research objectives were: analysis of each health system according to the main indicators: capacity in clinics, hospitals, and community care centers, medical countermeasures, personnel management, access to medical services, communication during a public health emergency, infection control, equipment availability, testing capacity, and implementation of new medical measures; analysis of the affordability and robustness of health systems; study of prevention, detection, reporting, reaction actions; analysis of the environmental risks of health systems; the study of the population's trust in the authorities in the fight against the COVID-19 virus. The research highlighted the strengths and vulnerabilities of the systems analyzed, to draw attention to the seriousness with which their consolidation must be viewed to ensure decent health services to those in need. The paper demonstrates the importance of universal health coverage as a key element for the resilience of health systems. The main conclusion is that one of the major challenges facing most countries is to stimulate and optimize the capacity of health systems to respond to the growing demand for assistance associated with COVID19 cases.
