On October 28, 1920, in Paris, Great Britain, France, Italy and Japan, on the one hand, and Romania, on the other, signed the Treaty of Recognition of the Union of Bessarabia with Romania, a document by which the parties declared that “they recognize the sovereignty of Romania over the territory of Bessarabia, between the current border of Romania, the Black Sea, the course of the Dniester from its mouth to the point where it is cut by the old border between Bukovina and Bessarabia”. After a period of expectations, the signatory powers proceeded to ratify it: Great Britain and Romania ratified the Treaty on May 19, 1922, then France on May 11, 1924. Japan did not ratify the treaty. Italy did not honor its promise until March 8, 1927. During the years 1920-1927, the issue of ratification of the treaty by Italy became an important, if not paramount, issue in Romanian-Italian relations, with wide international implications. In this respect, the issue of the treaty and the issue of Rome’s failure to ratify the document that recognized Romania’s sovereignty over Bessarabia, hovered like a boulder over Italian-Romanian bilateral relations and generated controversial diplomatic controversies in Italian-Romanian-Russian relations. |
