In the last decade, Republic of Moldova ranks among the top ten countries in Europe receiving foreign assistance. According to the Organization for Economic Co-operation and Development, in the period 2009-2010 Moldova contracted over 3.39 billion euro of Official Development Assistance, which is above the average of total assistance in the region. In this context, assessing the impact of external aid on policy implementation is particularly important. Impact assessment methods fall into two categories: 1) quantitative and 2) qualitative.
