В статье исследуется состояние социальной сферы в Украине как один из показателей критерия обеспечения социальных прав человека. Наведена в пример возможная классификация социальных прав в соответствии с законодательством Украины. Проведён анализ уровня обеспечения социальных потребностей населения с целью анализа деятельности государственных органов и институций. Проанализировано первоисточники относительно уровня обеспечения социальных прав и результатов трансформации социальной политики в Украине. На основе статистических данных проанализирована позитивная и негативная динамика развития уровня обеспечения социальных прав. Освещены перспективные направления развития государственной политики обеспечения социальных прав.

The article examines the state of the social sphere in Ukraine as one of the indicators of the criterion for ensuring social human rights. An example is given of a possible classification of social rights in accordance with the legislation of Ukraine. The analysis of the level of meeting the social needs of the population is carried out in order to analyze the activities of state bodies and institutions. Analyzed the primary sources regarding the level of ensuring social rights and the results of the transformation of social policy in Ukraine. On the basis of statistical data, the authors analyzed the positive and negative dynamics of the development of the level of ensuring social rights. The perspective directions of development of the state policy of ensuring social rights are highlighted.

Articolul examinează starea sferei sociale din Ucraina ca unul dintre indicatorii criteriului pentru asigurarea drepturilor sociale ale omului. Un exemplu este dat de o posibilă clasificare a drepturilor sociale în conformitate cu legislația Ucrainei. Analiza nivelului de satisfacere a nevoilor sociale ale populației permit și analiza activităților organelor și instituțiilor statului. Se analizează sursele primare cu privire la nivelul de asigurare a drepturilor sociale și a rezultatelor transformării politicii sociale în Ucraina. Pe baza datelor statistice, autorii au prezentat dinamica pozitivă și negativă a dezvoltării nivelului de asigurare a drepturilor sociale.
