In time, the health system in the country was aimed at expanding inpatient care, the division of resources, leading to ineffi ciency expenditure of the fi nancial resources. The experience of many countries shows that a possible workaround would be promoting outpatient surgery. Taking into account the needs imposed by time, a more detailed research was performed with the intent to surgical management of service delivery and the development of ambulatory surgery service in urban areas. Scientifi c Papers of WHO experts and Bureau of European and European Society quality of care served as methodological support for the research. Outpatient surgical services with all the necessary infrastructure was proposed as a result of this research.
