Rezumat

Corruption is an active or passive abuse of appointed or elected public servants and employees in private sector in order to obtain private financial or other benefits. It is also abusive use of public power in order to satisfy personal or group interests. As an anti-social act, corruption is particularly serious because it favors interests of some individuals, especially in economic area, affecting collective interests by: acquiring, hijacking and using public resources for personal interest, occupying public functions through preferential relations, concluding some transactions by circumventing moral and legal norms. Corruption involves a set of illegal activities performed not only by individuals with leading or public functions but also by various groups and organizations, public or private, in order to obtain material or moral advantages or social status superiority by using forms of coercion, blackmail, deception, bribery, purchase, intimidation. Corruption generates specific financial relations and illicit financial flows, produces distortions in the distribution of Gross Domestic Product, contributes to functioning of shadow economy and negative financial phenomena. It also affects financial stability of the state. In the Republic of Moldova the phenomenon of corruption has gained a systemic scale, which can become a serious obstacle in the European path of country and implies the undertaking of effective fighting measures.
