Over the last decades, humanity has entered in a new phase of globalization, which offers countries and citizens new challenges and new opportunities. Boosted by the development of information technologies and innovations in education, services and science, globalization and segmentation has expanded across global value chains: workers from different countries are now contributing to the design, manufacture, marketing and sales of the same product. On average, in OECD countries, one third of jobs in companies depend on demand from foreign countries. Thirty percent of the value of OECD exports now comes from abroad. The consequences of global value chains for the economy and society are more complex, more diffused and interconnected than those in the early stages of globalization. It is questioned, and countries have to redouble their efforts for the benefit of all. This research shows that by investing in the people's abilities, countries can help ensure participation of these economies in global markets, delivering better economic and social outcomes through a set of policies including investment in human skills. |
