This paper focuses on the problems of local migration management, as there is no comprehensive policy framework that would support the policies of migrant involvement in local development as migration is totally missing from the main local development strategies as well as from the National Strategy of Decentralization. It is becoming increasingly aware that migration is one of the development factors; this is particularly true with reference to migrants and their potential contribution to their home communities, brought about by the improvement of local essential services. |
