Rezumat

Public Procurements represent one of the most sensitice activities, which is being done at the level of public administration, as well as institutions and companies. The fact that there are several problems in given area (advantageous tenders, unnecessary public procurement, poor transparency, limiting access of several bidders and ambiguous legislative provisions favoring corruption etc.) found following several discussions with suppliers, studying complaints, practices in public procurement both from the European health sector and from the Republic of Moldova, studying various papers on public procurement, statistical data, is an additional proof for the increasing importance of this research topic. Thus, the purpose of this study is to present the situation in public procurement in the field of health care (obstacles / solutions), taking into account the factors that may influence their performance. The examples of good practices presented in the paper emphasize that public procurement has the potential to contribute to purchases with a better value for money, not only in financial terms, but in terms of quality and innovation. This can lead to more effective medical treatments with good results for the population.
