During the Tsarist century of Bessarabia under the Russians (1812–1917), much of the historical writings or the literary work of some local writers that came in the form of manuscripts survived fragmented and incomplete. So was the manuscript of Ange Bally – Nouveau tableau historique et politique de la Moldavie [A new historical and political picture of Moldova] – was first published in 1940 under the title. Un ouvrage d’il y a un siécle sur la Bessarabie comme pays Moldave. Attuned to the historical context of the epoch, Ange Bally’s work reflects the new historical and political picture of the Principality of Moldova at the intersection of the two centuries (XVIII–XIX) and can be placed among those few writings on Bessarabia written in the first three decades after its annexation by the Russian Em-pire. The writer, Ange Bally, is certainly part of the cohort of those great landowners who, to save their estates, withdrew after 1812, in the province annexed by the Rus-sian Empire. Nicolae Iorga noted that the work represents one of the most important contributions to the knowledge of the past of Moldova, especially the territory which, after 1812, was called Bessarabia.
