В статье рассмотрен процесс возникновения международных публичных финансово-кредитных правоотношений. Изучен международный кредитный договор как разновидность международного договора. Рассматриваются научные подходы относительно определения этапов создания новых кредитных договоров, причин возникновения споров, которые предшествуют заключению этих договоров. Также рассмотрены различные формы кредитных договоров, определено значение «Письма намерений» в процедуре создания кредитного договора, обоснована возможность заключения такого договора в форме нескольких документов. Особое внимание уделяется исследованию влияния Венских конвенций 1969 и 1986 годов на принятие международных кредитных договоров.

The article describes the process of formation of the international public financial and credit relations. This article aims to investigate an international credit agreement as a type of international agreement. We consider the scientific approaches regarding the determination of the stages of creation of new credit agreements, the causes of disputes that precede the adoption of these agreements. In addition, various forms of credit agreements were considered, the role of “Letters of Intent” in the procedure for creating a credit agreement was determined, and the possibility of adoption of such agreements in the form of several documents was justified. Special attention is paid to the exploring of the influence of the Vienna Conventions 1969 and 1986 on the adoption of international credit agreements.
