The traditional problem that any administrative organization raises is to know whether the tasks to be performed will be entrusted to a single state administration unit or whether they will be distributed among several bodies, each having its own authorit, for different parts of the territory. The more or less parliamentary nature of the European Union states determines the similarity of the organization and the functioning of governments, with a number of significant particularities of each government, of which the most important are its formation, stability, structure and functioning. Governmental stability, which influences both the administrative action and the top of the central government hierarchy, is conditioned by many factors, including the system of political parties and the habits that are being used to form governments |
