This article establishes the organizational, legal and regulatory bases of powers of the Department of State Guard of Ukraine in the sphere of state guard. The author states the functions and powers of the public officials as well as the tasks and powers of the servicemen of the Department of State Guard of Ukraine. The article expands on the matter of cooperation between law-enforcement bodies. Therefore, the results of the analysis suggest the ways to improve the cooperation mechanism. Some aspects of illegal actions within state guard implementation and their legal solutions have been considered. The extensive list of illegal actions and appropriate liability for them has been entitled. The author of the article stipulates on the conditions of coercive measures and weapons implementation during state guard provision and ways of liability on the servicemen of the Department of State Guard of Ukraine as well. The article is actual and timely due to innovative and changeable character of law enforcement agencies’ activity in contemporary society that is vulnerable to different views and impacts

У статті розглядаються організаційні, правові та регуляторні основи функціональних повноважень Управління державної охорони України (далі − УДО України) в сфері забезпечення державної охорони. Автор формулює права і обов’язки державних посадових осіб, а також військовослужбовців УДО України. У статті порушуються питання взаємодії правоохоронних органів. Крім того, результати проведеного аналізу припускають шляхи удосконалення механізму взаємодії. Розглядаються аспекти здійснення незаконних дій під час здійснення державної охорони. Автор представляє широкий список незаконних дій і відповідні заходи відповідальності за них. Автор також торкається питань застосування примусових заходів і зброї під час забезпечення державної охорони, а також ступінь відповідальності військовослужбовців УДО України. Стаття є актуальною та своєчасною з огляду на інноваційний та адаптаційний характер діяльності правоохоронних органів у сучасному суспільстві, схильному до різних поглядів і впливів..
