Lifelong education is an open educational system that includes a variety of objectives, techniques, different forms and contributes to the continuous development of the cognitive area. It is a major principle that revives education, being supported by different educational actions, programs, plans and methods that integrate all social educational factors in a system. It has the capacity to improve the human personality during all his life. Mass education is the basic part of Scientific Pedagogy. It includes all human conscience (people’s wit – knowledge) that our ancestors possessed. Integration between mass education and lifelong education means a development of the personality based on a special system of values.
