The legislative initiative constitutes a trigger for the first stage in the legislative procedure of any country, which in fact determines the other stages. The legislative procedure is the most important operation in the Parliament's activity, because, as a result of this process, the laws are being drafted by the sole state legislative authority. The right to legislative initiative in the Republic of Moldova, according to the constitutional provisions, belongs to the deputies in the Parliament, the President of the Republic of Moldova, the Government and the People's Assembly of Gagauzia, and the right of initiative to review the Constitution belongs to the people, to the Government, to a third of the deputies in the Parliament. |
