This paper discusses the reforms, which expand the revenue base by changing the ratios between the various mechanisms of fundraising – firstly, the expansion of the role of social security contributions, the central or local taxes, as well as the expansion of private financing (in the form of private health insurance and consumers’ co-payments of medical services). |
