În ultimii 20 de ani, savanţii din străinătate au efectuat cercetări serioase privind natura statalităţii. În fond, această categorie a devenit un obiect separat de cercetare, având o extremă importanţă metodologică în studierea statului. Autorul subliniază că „statul” şi „statalitatea” sunt noţiuni politologice absolut diferite, care constituie diferite obiecte de cercetare. Recunoscând dinamica dezvoltării şi continuitatea statalităţii, autorul explică existenţa instituţiilor fundamentale, care asigură reproducerea statalităţii în diverse modele de societate. Instituţiile de bază constituie osatura, scheletul societăţii care alcătuieşte statul, imprimă trăsăturile esenţiale ale situaţiilor sociale, determină direcţia (traiectoria) comportamentelor umane colective şi individuale. Instituţiile de bază se constituie istoric, pe parcur-sul interacţiunii sociumului, în proces de organizare, cu mediul ambiant.  

Over the past 20 years, scholars from abroad have conducted serious research into the nature of statehood. In essence, this category has become a separate research object, having an extremely methodological importance in studying the state. The author points out that "state" and "statehood" are absolutely different political concepts, which constitute different research objects. Recognizing the dynamics of development and the continuity of statehood, the author explains the existence of fundamental institutions that ensure the reproduction of statehood in various models of society. Basic institutions are the bone, the skeleton of the society that make up the state, they prints the essential features of social situations, determine the direction (trajectory) of collective and individual human behaviors. The basic institutions are historically constituted, during the interaction of the socium, in the process of organization, with the environment.
