В статье рассмотрены основные принципы публичной дипломатии международных организаций (на примере НАТО, АСЕАН и ЕС). Проведен сравнительный анализ средств публичной дипломатии, применяемых НАТО, ЕС и АСЕАН. Обоснована важность, распространенность и популярность социальных сетей в современном информационном мире и деятельности международных организаций в контексте реализации публичной дипломатии. Обосновано, что процессы глобализации, интеграции, которые активно развиваются в последнее десятилетие обусловливают невиданное развитие региональных межправительственных организаций, которые интегрируют все больше стран. Рассмотрено применение международными организациями публичной дипломатии. Проведена оценка публичной дипломатии, реализуемой международными организациями по четырем критериям, таким как изучение общественного мнения и установления диалога с зарубежным обществом (listening), информационные кампании для формирования положительного мнения в зарубежных странах (advocacy), привлечения (engagement), оценка (evaluation). Сделаны выводы относительно развития интеграционных процессов, институционализации международных организаций и их важности в развитии публичной дипломатии, а также описаны фундаментальные различия между политикой Европы и Азии, обусловливающие более централизованный, иерархический и структурированный аппарат публичной дипломатии НАТО. В статье также проанализирована деятельность ЕС и АСЕАН в сфере публичной дипломатии. Сделан вывод о том, что публичная дипломатия указанных международных организаций является децентрализованной и плохо управляемой.

The article deals with the main instruments of public diplomacy of international organizations (the case of NATO, ASEAN and the EU). A comparative analysis of the instruments of public diplomacy used by NATO, the EU and ASEAN was carried out. The research proves the importance and the popularity of social networks in the modern information world as well as the leading role of the activities of international organizations in the context of the implementation of public diplomacy. The authors explains that the processes of globalization, integration, actively developing in the last decade, cause the unprecedented development of regional intergovernmental organizations that are integrated by more and more states. The article considers the use of public diplomacy by international organizations. The public diplomacy implemented by international organizations is evaluated upon four criteria, such as the public opinion polling and establishment of a dialogue with the foreign audience (listening), information campaigns for the formation of positive opinion in foreign countries (advocacy), engagement, evaluation. Conclusions are made regarding the development of integration processes, the institutionalization of international organizations and their importance in the development of public diplomacy The article also describes the fundamental differences between the policies of Europe and Asia, which evidence the more centralized, hierarchical and structured nature of NATO public diplomacy apparatus. The article also analyzes the activities of the EU and ASEAN in the field of public diplomacy. The authors concludes that the public diplomacy of these international organizations is decentralized and poorly managed.
