The Strategy for the development of the civil service 2016-2020 continues the public management reform in Romania, with more in-depth changes regarding the professionalization of the civil servants, new IT system for public administration human resources data, a pilot online recruitment system for the civil service, performance management, ethical counselling in public institutions and a new training system. These reforms illustrate the development of public management across time as a social movement, influenced by the interactions between various political, economic and organizational factors. |
