The article is devoted to the life, work and political activity of the great personality of Romanian spiritual space Constantin Stere. Being an exceptional phenomenon, a mesmerizing force, Stere strongly marked the history of universal political thought, bringing an enormous contribution in finding originality of the Romanian political thinking at the intersection of XIX-XX centuries. Founder and promoter of the poporanist ideology, he stands for carrying out reforms and democratization of Romanian society, social progress and righteous-ness, human rights and freedoms. Stere never stopped to call for the establishment and strengthening of effective guarantees to ensure these rights and freedoms. From this perspective, Constantin Stere develops the so-called Draft Constitution, oriented to affirmation of the common good of the nation, defines the State of law and criteria of its affirmation, and sustaines the reality of the constitutional regime
