Along with the evolution a new user, i.e. 2.0, the public libraries in Moldova need to pass all the stages of understanding and study of new technologies, in order to satisfy the needs and to cope with the skills of a modern user, who is their consumer, partner, critic, editor and creator. Web 2.0 tools have emerged as the result of the development of information technologies, and we can not develop without a change in attitude, because the role of human resources is fundamental. Library 2.0 can function only with professional librarians who are enthusiastic, willing to make changes and posses information technology skills. The services Library 2.0 offer the possibility to create a user-oriented library, and a way to satisfy users’ requirements.
