În procesele contemporane ale globalizării şi formării economiei inovaţionale pentru fiecare stat, o condiţie indispensabilă pentru dezvoltarea lui durabilă şi asigurarea securităţii este organizarea raţională a sistemului inovaţional naţional, capacitatea de a reacţiona operativ la schimbările mediului intern şi extern, să se adapteze rapid la situaţia dinamică prin intermediul politicilor inovaţionale. Un aspect important, în acest context, reprezintă alegerea vectorului politic al orientării statului în domeniul ştiinţei inovaţiilor. Pentru practica dezvoltării inovaţionale, important este studiul şi conştientizarea tuturor tezelor teoretice şi a abordărilor ştiinţifice existente a dezvoltării economiei inovaţionale. Autorul articolului a expus un set de teze, preluate din lucrările fondatorilor teoriei inovaţiilor şi a dezvoltării inovaţionale, cum ar fi: Kondratiev N. Şumpeter I., Juglar K., Kitcin J., Frimen K., Porter M.

In the contemporary processes of globalization and formation of innovative economy for any state a fundamental condition for its sustainable and safe development is the rational organization of the national innovation system, the ability to respond quickly to changing internal and external environment, to quickly adapt to the dynamically changing situation through the use of innovative policy instruments. An important aspect in this regard is the choice of a guide state policy in the field of science innovation. In this context, the study and understanding of all theoretical postulates and existing scientific approaches to the formation and development of innovative economy is very important for the development of innovative practices. The author of this article presents the theoretical position of the founders of the innovation and innovative development theory of prominent scientists as N. Kondratieff, I. Schumpeter, K. Zhuglara, J. Kitchin, K. Freeman, M. Porter to existing laws on the formation of innovative economy, including on profound technological changes that occur during the development of innovation, on the approaches to the formation of national innovation systems, innovative business environment, economic clusters, as well as the impact of innovations on economic development.
