The role of the public administration as a provider of public services has evolved during the time. The same thing happened to the weight of public ad-ministration’s provision activities within other administrative activities. How-ever, together with the evolution of the society, in most of the states the public services “went down” from the central to the local level, and eventually “went out” of the public administration system, due to the increasingly larger inolvement of the private sector in public services providing. In this situation, the role of public administration in the public services provision changes, and, ocasionally, diminishes. However, regardless of the circumstances, public ad-ministration has always kept the exclusive right to establish public services, while delegating other subjects only the management prerogative. |
