Rezumat

This review shows how to initiate of mechanism to increase a level of entrepreneurial innovation activity in regions with poorly developed industry and innovation infrastructure (the Autonomous Territorial Unit Gagauzia). Empirical research base of this study consists of two units: statistical data and the results of special studies conducted by the author and other research groups. In our study, we focus on one type of knowledge cluster – Innovation and Educational Cluster. The symbiosis of entrepreneurs, government agencies, educational institutions and business service providers with the core - University, allows establishing exchange flows of innovative knowledge between all members of the cluster and diffusion processes to the entire region and beyond. The results and proposals of this study formed the basis of the Program of increasing the innovative potential of Gagauzian SMEs.
