Статья посвящена исследованию возникновения и развития института муниципальных омбудсманов в Республике Болгария как современной институции поощрения, уважения, обеспечения реализации и охраны прав человека и гражданина на локальном уровне, осуществления общественного контроля за деятельностью органов государственного управления и местного самоуправления, повышения эффективности управленческой деятельности на локальном уровне и усиления гражданской активности в защите демократических ценностей. Рассматриваются правила общего характера организации и функционирования данного института, охватывающие наиболее важные аспекты работы муниципального омбудсмана и регулирующие принципы деятельности общественного посредника.

The article presents the functional characteristics of the municipal ombudsman Bulgaria, the comparative analysis of their rights and duties is conducted. The story of the Bulgarian ombudsman is one of indecisiveness, political and personal struggles, but also the story of an active civil society, international cooperation and a desire to uphold the highest standards of human rights protection. The way, in which the Bulgarian institution was established is, moreover, unique. Local Public Mediators in the municipalities of Sofia, Shumen, Razgrad, Varna, Plovdiv and others owe their existence to the civil society. These ombudsmen, dealing mostly with issues under the authority of the municipal administration, are working in close, mutually strengthening cooperation with NGOs. Although most observers agree that eventually the ombudsman would have been established even without CSDs’ activities in this field, it is also agreed that civil society facilitated the process. In Bulgaria, the very high cooperation between the ombudsman and the civil society is likely to continue in the future.
