This article clearly emphasizes the need to apply modern methods of knowledge and information management, as well as to treat the development using open systems. Redefining the domain of information through Intelligence services concept from the perspective of identification of a new evolution model, comes to express a dynamic and systemic vision of it, in accordance with the evolution and development of the new scientific theories, restructuring the Intelligence services processes through the prism of the systemically modified social networks theories, by inevitable interaction with the informational technologies. Intelligence services, regardless of the term we use to name them, "special service", "secret service", "information and security service" have always provoked a certain mystery, due to the discretion and complete secrecy they imply.
