Rezumat

The European Union (EU) is a community of states, based on the principles of freedom, democracy, respect for human rights and rule of law. So far, EU experienced several enlargement stages, within which the accession of new Member States was possible. As a result of the last expansion stage, since the 1st of July 2013, EU has grown to 28 Member States. Despite the debt crises and the difficult years, with unsolved issues within the EU, generally speaking, and within the Monetary Union, particularly, EU remains the most important pole of attraction for its neighbours. This appears to be true based on their persistent attitude concerning the process of European integration. The main reasoning behind the willingness of these states to accede the EU are: free access to EU market, free movement of persons, as well as the possibility to make use of the European legislation devised by the EU institutions. Instead, the Member States acquire more competitiveness in the world market, as EU, in its entirety, will be able to compete with the most important actors of the world economy, such as China, India, Brazil, etc. After the „big-bang” enlargement process of 2004 and 2007, the EU external policy faces a dilemma: how it would be possible to promote the objectives of peace, prosperity and good governance in the neighbour countries, without an enlargement perspective? The European Neighbourhood Policy (ENP) – launched in 2003, applied in 2004, had as an objective to develop a space of prosperity and stability towards the Southern and Eastern neighbours, without the valuable promise of membership. The unique framework was nothing else, but a tool for placing the neighbouring countries in one bunch, re-united and required to share everything, except the European institutions. It was not long before EU acknowledged the need to distinguish between the South and Eastern Partners and the need to establish a different approach for the two, which would allow a better response to their individual needs and ambitions. The Eastern Partnership, as response to the Union for the Mediterranean, launched in 2008 and promoted in 2009 by Poland and Sweden, recognizes a fundamental element for the EU Eastern neighbours: their „Europeanness”. This article is aiming at presenting the Eastern dimension of the ENP, which comprises the states from East (Ukraine, Moldova and Belorussia) and the states from Southern Caucasus (Armenia, Georgia and Azerbaijan), with a particular focus on the Republic of Moldova’s status in its relations with EU. Currently, these states have an important place within the framework of the EU’s international strategy.

Uniunea Europeană (UE) este o comunitate de state, care se bazează pe principiile libertății, democrației, respectului pentru drepturile omului și statului de drept. Până în prezent, ea a cunoscut mai multe faze de extindere, în cursul cărora a fost posibilă aderarea noilor state membre. În urma ultimei faze de extindere a UE , de la 1 iulie 2013 UE numără astăzi 28 state membre. În ciuda crizei datoriilor și anilor dificili, cu probleme nesoluționate în cadrul UE, dacă vorbim la mod general, iar în particular, în cadrul Uniunii monetare, UE continuă să reprezinte cel mai important pol de atracție pentru vecinii săi. Acest aspect se manifestă în atitudinea lor persistentă vis-a-vis de procesul de integrare europeană. Principalele raționamente pentru care aceste state doresc să se integreze în UE sunt: accesul liber pe piața Uniunii Europene, libertatea de circulație a persoanelor, dar și posibilitatea de a utiliza legislația europeană elaborată de instituțiile UE. În schimb, statele membre câștigă în competitivitate pe piața mondială, întrucât UE, în ansamblul său, va putea rivaliza cu cei mai importanți actori ai economiei mondiale cum ar fi China, India, Brazilia etc. După procesul de extindere „big bang” din 2004 și 2007, politica exterioară a UE se regăsește în fața unei dileme: cum ar fi posibil de promovat obiectivele de pace, prosperitate și bună guvernanță în statele din vecinătate, fără a recurge la extindere? Politica Europeană de Vecinătate (PEV) – inițiată în 2003, pusă în aplicare în 2004, urmărea obiectivul de a dezvolta un spațiu de prosperitate și stabilitate către vecinii din sud și de est și aceasta, fără prețioasa promisiune de aderare. Cadrul unic propus a fost nu altceva decât un mijloc de pune toate țările frontaliere în același sac, reunite și chemate să partajeze totul, cu excepția instituțiilor europene. Nu a trebuit să treacă prea mult timp, pentru a recunoaște necesitatea de a distinge partenerii din Sudul și din Estul Europei și de a instaura o diferențiere, care ar permite de a răspunde mai bine la necesitățile și ambițiile fiecăruia. Parteneriatul Estic, ca răspuns la Uniunea pentru Mediterană, lansat în 2008 și promovat de Polonia și Suedia în 2009, recunoaște un element fundamental pentru vecinii estici ai UE: „europenitatea” acestora. Acest articol își propune să prezinte dimensiunea estică a PEV, care cuprinde statele din est (Ucraina, Moldova și Bielorusia) și statele din Caucazul de sud (Armenia, Georgia și Azerbaidjan) și statutul particular al Republicii Moldova în relațiile sale cu UE. Aceste state ocupă astăzi un loc important în cadrul strategiei internaționale a Uniunii Europene.

Европейский союз (ЕС) является объединением государств, основанным на принципах свободы, демократии, уважения прав человека и правового государства. До настоящего момента, ЕС пережил несколько этапов расширения, в ходе которых осуществилось присоединение новых стран. В результате последнего этапа расширения, с 1 июля 2013, в ЕС входят 28 государств. Несмотря на кризис вызванный задолженностями и трудный период с нерешѐнными вопросами, в рамках ЕС, а в частность, в рамках Валютного Союза, ЕС продолжает представлять собой наиболее важную точку притяжения для соседей. Этот факт проявляется в их стойком отношений к процессу европейской интеграции. Основные обоснования, по которым эти страны хотят интеграции в ЕС это: свободный доступ на рынок ЕС, свобода передвижения людей, а также возможность использовать законодательство ЕС, разработанное учреждениями ЕС. В обмен на это, страны выигрывают конкурентоспособность на международном рынке, так как ЕС, в целом, будет способен соперничать с наиболее важными действующими лицами мировой экономики, такими как Китай, Индия, Бразилия. После процесса расширения «big bang» от 2004 и 2007 года, внешняя политика ЕС находится в дилемме: как возможно содействовать достижению целей мира, процветания и хорошего правления в соседних странах, не прибегая к расширению? Европейская Политика Соседства (ЕПС) – инициированная в 2003 году, и внедренная в 2004 году, преследовала цель развития пространства процветания и стабильности к южным и восточным соседям и это без драгоценного обещания членства в ЕС. Единственные предложенные рамки были ничем иным нежели средством для расставления всех пограничных стран в одно единое, объединѐнные и призванные делить всѐ кроме европейских учреждений. Не должно было пройти много времени до признания необходимости различения южных и восточных партнѐров и до установления отличий которые позволят лучше реагировать на потребности и амбиции каждого. Восточное Партнѐрство, как ответ на Союз для Средиземноморья, запущен в 2008 году и продвинут Польшей и Швецией в 2009 году, признаѐт фундаментальный элемент для восточных соседей ЕС: их «европейскость». Эта статья призвана представить восточное измерение ЕПС, которое включает восточные страны (Украина, Молдова и Белоруссия) и страны из Южного Кавказа (Армения, Грузия и Азербайджан), а также особый статус Республики Молдова в отношениях с ЕС. Эти страны сегодня занимают важное место в международной стратегии Европейского союза.
