Acest articol este dedicat studiului ideilor federalismului în gândirea politică şi juridică ucraineană, în anii 1917-1918, care include perioada de existenţă şi activitate a Radei Centrale Ucrainene, a Republicii Populare Ucrainene, cât şi a hatmanului Ucrainei Pavlo Skoropadsky. Lucrarea analizează, de asemenea, principalele etape ale mişcării de eliberare naţională, precum şi ideile federaliste ale elitei politice a societăţii ucrainene, cum ar fi, Hrushevsky Michal, Serghei Efremov, Vinnichenko Vladimir şi alţii. La creşterea interesului faţă de problemele federalismului, administraţiei de stat regionale şi locale privind auto-guvernarea, au contribuit schimbările socio-economice şi politice, care sunt deosebit de intense în ultimii ani. Aceasta motivează o serie de lucrări ştiinţifice din care sunt dedicate acestui subiect şi au apărut în ultimii ani. Ideea federalismului şi-a avut ideologi şi adepţii săi în istoria multor naţiuni europene, americane şi asiatice. Nu există excepţii şi privitor la naţiunile slave, în special ucraineană,. Dacă analizăm istoria Ucrainei, se poate constata faptul că problema definiţiei structurii teritoriale a Ucrainei a fost foarte relevantă în toate perioadele şi epocile, iar soluţionarea ei este, de obicei, însoţită de luptă între părtaşii ideilor federaliste şi unitare. Acesta este motivul pentru care, este extrem de actuală o întoarcere la moştenirea teoretică a ideilor reprezentanţilor federalismului în gândirea politică şi juridică ucraineană de la începutul secolului al XX-lea, într-un moment când Ucraina activ lupta pentru independenţa sa.

Данная статья посвящена исследованию идей федерализма в украинской политико-правовой мысли 1917-1918 годов. Этот период охватывает время существования и деятельности Украинской Центральной Рады, Украинской Народной Республики и Украинской Державы гетмана Павла Скоропадского. В статье также анализируются основные этапы национально-освободительного движения, а также федералистские идеи представителей политической элиты украинского общества, таких как, Михаил Грушевский, Сергей Ефремов, Владимир Винниченко и другие. Повышению интереса к проблемам федерализма, государственного регионального управления, местного самоуправления способствовали социально-экономические и политические изменения, которые особенно интенсивно проходят в последние годы. Это мотивирует выход ряда научных робот, которые посвящены данной проблематике и которые появились в последнее годы. Идея федерализма находила своих идеологов и последователей в истории многих европейских, американских и азиатских народов. Не исключением были и славянские нации, в частности, украинская. Если проанализировать украинскую историю, то можно отметить, что проблема определения территориального устройства Украины была очень актуальной во все периоды и эпохи, а ее решение, как правило, сопровождалось борьбой сторонников федералистских и унитарных подходов. Именно поэтому, особенно актуальным есть возврат к теоретическому наследию представителей идей федерализма в украинской политико-правовой мысли начала ХХ века, в период, когда Украина активно боролась за свою независимость.

This article is devoted to the study of the ideas of federalism in the Ukrainian political and legal thought in 1917-1918. This period covers the time of the existence and activities of the Ukrainian Central Rada, the Ukrainian People's Republic and the Ukrainian State of Hetman Pavlo Skoropadsky. The paper also analyzes the main stages of the national liberation movement, and the federalist ideas of the political elite of the Ukrainian society, such as, Hrushevsky, Sergey Efremov, Vladimir Vinnichenko and others. Socio-economic and political changes which are particularly intense in recent years, have increased an interest to the problems of federalism, state regional administration and local self-government. This motivates the publication of several scientific works that focus on this subject and have emerged in recent years. The idea of federalism found their ideologues and followers in the history of many European, American and Asian nations. No exceptions were the Slavic nations, in particular, Ukrainian. If we analyze the Ukrainian history, it may be noted that the problem of the definition of the territorial structure of Ukraine has been very relevant in all periods and times, and its solution is usually accompanied by a struggle advocates federalist and unitary approaches. This is why, especially important is a return to the theoretical heritage of Representatives ideas of federalism in the Ukrainian political and legal thought of the early twentieth century, at a time when Ukraine was actively fighting for her independence.
