The actuality of this survey is apparent from the need of improvement of the national legislation on the professional training in medicine according to the European standards, the above being the benchmark for providing the health system with required human resources and regulating the migration of health care workers. The study includes an analysis of the national legislation concerning the training of human resources in the health care system, as well as the documents issued by the Government of the Republic of Moldova and the Ministry of Health in terms of organizing and conducting medical and farmaceutic education and its development in the last two decades. European legal rules have been evaluated through the prism of Directive 2005/36/EC by the European Parliament and Council of 7 September, 2005 “On the recognition of professional qualifications”, which also regulates the training of doctors, dentists, pharmacists, nurses of general practice and obstetricians, and on the level of the European Union promotes the formation of such specialists on the basis of the minimum requirements established for their vocational training. The results have demonstrated that, in spite of many modifications supported by the legislation for training the human resources in the health care system, there are many deficiencies that make the development of the human resources rather hard. The author suggests practical proposals to improve the legislative framework, which will contribute to the continuous improvement of the medical education and the increase of the efficiency of medical staff, facilitate the recognition of professional qualifications and enhance the competitive ability at the European and international levels. |
