Rezumat

The concept of inter-municipal cooperation (IMC) is the one of the concepts of organization and public services delivery at the local level that occurs more and more often in public speeches and research studies. In the simplest terms, IMC means the association of two or more communities in order to delivery jointly the local public services. Still, this is the simplest approach. The concept of IMC, although it is relatively new one, in the literature it is defined differently from both semantically and by essence point of view. The approach differences come from linguistic nuances, inspiration difference of the organization model of local government system - French or Anglo-Saxon, as well as taking into account the institutional actors participating in the cooperation. In the multitude of definitions and approaches, the most prominent researchers of IMC area, such as R. Hertzog, P. Swianiewicz, K. Davey and M. Balducci have identified and defined the range of issues that define and elucidate the specific characteristics of inter-municipal cooperation concept.
