This article addresses the issue of labor migration in the European Union. The analysis of the contributions showed a general support for a common EU policy for labour immigration, albeit with important differences in the approa-ches to be followed and in the expected end result. Building on the existing fra-mework, this Policy Plan defines a road-map for the remaining period of The Hague Programme and lists the actions and legislative initiatives that the Com-mission intends to take, so as to pursue the coherent development of EU legal migration policy. It also responds to the Commission's Lisbon programme.Over the past decades, worldwide migration flows have been growing considerably. Economic differences between, and demographic changes within, developed and developing countries, on a background of trade, political problems and ins-tability in countries of origin, have all contributed to a steady increase in work-force mobility. Given the evolving EU economic and social situation, the international context and the likely growth of immigration in the future, an agree-ment on common EU rules covering the broad spectrum of migration issues is necessary in order to ensure an efficient management of migration flows both toward and inside Europe. |
