Author treats political culture as integral characteristic of human’s subjective relation to politics. The advantage of the concept of political culture is that it applies to all manifestations of such relation. The article proposed a distinction between functional (procedural-operational) and orientation (normative value) ideas about political culture, its structure and functions. Associating with scientists who accentuate «activity-related side» of political culture that allows to interpret adequately the mechanisms of emergence of social movements «for changes», conservatism, revolutionism and reformism, author, however, focuses on the ideological component of political culture. In this context, political culture is defined as a set of political ideas and value orientations, attitudes and style of action (political involvement) of different social communities and individuals in their relations with government and political system.
