Rezumat

The notion of European Administrative Space provokes heated discussions in scientific, political and administrative circles. In this field research is not focused on clarifying and analyzing characteristics of the European Administrative Space, it is directed to seeking for this notion and demonstrating the capacity of its existence. Scientists remain reticent as to the European Administrative Space. The conclusion, with which the most part of researchers agree, is that public administration of EU state members was under the influence of integrationist processes, but no changes took place. The EU doesn’t dispose a unique administrative model. State members kept national peculiarity as well as national models of public administration. The European Administrative Space is sooner an abstract and vague construction than an empiric relation. At the same time the convergence of public administration within the European Union is an ample and lively discussed problem, but without serious empiric arguments up to the present moment. The European Administrative Space is being formed gradually basing on the interdependence of national administrations and EU institutions. These interactions are taking place both vertically and horizontally within national administrations. The form of European Administrative Space materialization is diverse and includes two components. One of them is normative – acquis communautaire and decisions of the European Court of Justice. Another is informal and refers to the diversity of intra-European relations (the participation of national administration in EU decisional process, cooperation between national administrations within EU policy implementation.
