Rezumat

The administrative reform was not introduced immediately in reformist’s order of the day. The beginning of 1990 was dedicated to the reforming and building democratic political institutions of parliamentary democracy. Some institutions formed at once were security structures and these of bureaucratic planning. At the start states undergoing the period of transition adopt a vague legal frame ensuring democratization at the local level. Radical reforms take place later, after dismantling of the communist regime and awareness of the fact that administrative system inherited after this regime is a serious hindrance for an effective functioning of democratic state. Central public administration in the most part of the East-European states was not subject to reforms. Thus, in the public administration evolution discrepancy emerges - on the one hand an intensive reform takes place at the local and regional levels, on the other hand, at the level of central administration a total standstill is registered. The Europeanization of central public administration has several aspects. The first one is reduced to the capacity of government and special central agencies to put into practice reforms which are necessary to European integration. It presupposes an effective approach due to government’s professionalism. The second aspect is related to the requirements for democratic governing and transparency. At the same time these two aspects are interfused. The third aspect presupposes government’s capacity to be included in the system of European power through forming structures that ensure its continuation and its relations with European ones.
