At the present, the state authorities have become aware of the need to develop the employment process within the state authorities of young specialists who have completed various forms of education. However, in case they terminate their service relations with the public authorities, the legislation of the Republic of Moldova establishes various rigors and legal mechanisms governing the procedure of pursuit and recovery of public money in the state budget for higher education and vocational training. This procedure creates confusion and discriminatory conditions between civil servants with special status employed from an external source and those employed from an internal source, which generates a multilateral interpretation of how to recover public money from former employees of the Ministry of Internal Affairs. |
