Rezumat

За 60 лет существования Совета Европы его основной целью можно определить осуществление единого целостного союза для обеспечения более тесных связей между государствами-членами в целях защиты и реализации идеалов и принципов, являющихся их общим наследием, а также содействие их социальному и экономическому прогрессу. В своей практической деятельности Совет Европы руководствуется тремя принципами: верховенством закона, политическим плюрализмом, защитой прав и основных свобод человека, находящихся под юрисдикцией организации. Защита основных прав и свобод осуществляется посредством правового механизма, который является результатом деятельности государств-членов и представлен в форме договоров, принятых в рамках организации, а также институционального механизма защиты прав и свобод человека, в широком смысле этого слова. За период более чем полувека своего существования, в рамках Совета Европы было принято более 200 международных и региональных правовых договоров в различных областях, основные из которых относятся к защите прав и основных свобод человека.

The Council of Europe was created 60 years ago with the aim of achieving a greater unity between its members for the purpose of safeguarding and realizing the ideals and principles, which are their common heritage, and facilitating their economic and social progress. The given European organization is divided into three areas of responsibility, called pillars: the rule of law, political pluralism, and protection of human rights and fundamental freedoms. Protection of human rights and fundamental freedoms is carried out by means of legal protection which grows out of activity of member states and is presented in the form of treaties signed within the framework of organization, and also institutional protection, thanks to activity of European mechanism of protection of human rights, in the fullest sense of this word. For the period more than half a century of its existence, within the framework of the Council of Europe more than 200 international and regional legal agreements were signed in various areas, basic of which concern protection of human rights and fundamental freedoms.
